Important General Information

Please note that, under current Montenegrin law, only fully legalized houses and apartments may be officially bought and sold.

Many properties are currently listed as “submitted for legalization.” This simply means that an application for legalization has been filed. These properties are not considered legalized and, under current law, cannot officially be sold or transferred with legal effect.

When purchasing a plot of land, it is also important to distinguish between urbanized and non-urbanized land. Private individuals may generally purchase urbanized plots of land on which construction is permitted, provided that applicable building codes are followed.

Although undeveloped plots of land are suitable as investments, they cannot be used for construction projects. Investors who wish to purchase such a plot can do so through a company (d.o.o.) incorporated in Montenegro.

As a general rule, under current law, construction is permitted only on urbanized building land.
